An IVR menu is a recorded set of options presented to a caller. It contains media items and actions, and you should start to build the menu by creating these first.
You can create menus using the menu builder described here, or you can import menus that you have either created yourself, or exported and edited.
Once you have built the menu, you can assign it to services in the Command Centre.
